Man charged with stealing truck, eluding an officer

A 22-year-old Manchester, Iowa man has been charged in Crawford County Circuit Court with one count of operating a motor vehicle without the owner’s consent and one count of attempting to flee or elude an officer.

Devan Forbes faces up to 9.5 years in prison and $20,000 in fines if convicted of both counts. 

According to the criminal complaint, a Prairie du Chien police officer saw a 1994 Chevrolet K1500 pickup truck operating in the city without registration plates. The pickup was registered to another person and was reported stolen. The officer attempted a traffic stop but the pickup fishtailed as it turned and proceeded north, the complaint said. 

The pursuit then continued west onto West Blackhawk Avenue, then south onto South Main Street, then west on West Wisconsin Street, with speeds reaching more than 70 mph, according to the complaint. 

The officer continued to pursue the vehicle across the Iowa-Wisconsin Bridge into the state of Iowa where the pursuit was taken over by law enforcement from the Mar-Mac Police Department and Clayton County Sheriff’s Department.

The pickup crashed into a ravine off of Keystone Road in Clayton County. The driver then fled on foot and officers ran after him. Forbes was identified as the driver of the pickup after he stole another truck and was captured on surveillance video at a gas station in Monona, Iowa, driving the second stolen truck, the complaint said.
