Construction timeline pushed back for phase II of Monona’s sanitary sewer project

After funding confirmation of Monona’s $500,000 community development block grant (CDBG) for the city’s phase II sanitary sewer project took longer than anticipated, the city council decided Aug. 17 to push back the project’s construction timeline.

The project completion deadline was originally planned for July 1, 2016, explained engineer Marc Ruden, with IIW, who has worked with the city throughout the process. Now, noted Ruden, the expected completion of the project will be Nov. 1, 2016.

“Now, it gives us nearly the entire construction season to get it done,” Ruden said, noting that the change was approved by the Department of Natural Resources before the council moved forward with the extension.

Ruden said the plan is for the council to approve final plans and specifications at its Sept. 21 meeting. They should award a bid at the Oct. 19 meeting.

Other topics discussed at the meeting included:

—Monona Chamber and Economic Development (MCED) Executive Director Rogeta Halvorson will submit an application for Monona to the Iowa Living Roadways Community Visioning Program, which is sponsored by the Department of Transportation. If accepted, the program will provide Monona with planning and design assistance to further enhance the community’s natural, cultural and visual resources. Monona will have to contribute $2,000 toward projects.

Halvorson said Monona took part in the program in 2007 and has completed many of the concepts developed at that time, including enhancing downtown, the city park and Gateway Park.

“I think it’s really good for the town,” she said, noting that installing more wayfinding signage for the parks, museums and other entities could be part of Monona’s plan. “We drive by these things every day, so sometimes we overlook things. They come in with fresh eyes.”

Park and street enhancement and beautification, especially with flowers, may also be part of it, Halvorson said.

“The plan could be used for years in the future,” she mentioned. “It’s something we could chip away at.”

—Monona will soon have a laundromat downtown.

—The council’s first regular meeting in September will be moved from Monday, Sept. 7 to Tuesday, Sept. 8 because of the Labor Day holiday.
