City council reviews updates on projects

The Guttenberg city council heard updates on several city projects at its monthly meeting on Sept. 14. Mayor Bill Frommelt led council members Austin Greve, Fred Schaub, Virginia Saeugling, Jane Parker and Mick Pierce through the agenda. Also present at the council table were City Manager Denise Schneider and City Attorney Michael Schuster.

Project updates

The council received written updates from Steve Thompson, an engineer with Veenstra & Kim, Inc. on the sanitary sewer project, riverbank repair in the downtown area, the Schiller Street project, and grant applications. 

Thompson noted that the sewer improvements began in August and are moving along on schedule. Municipal Pipe and Tool has completed preliminary cleaning and televising of the sewer. The company is now lining segments of the sewer each day, and has installed some new or upgraded manholes. 

The riverbank repair project awaits some design details to be completed in order to be compliant with Corps of Engineers standards.

The Schiller Street Corridor project has been updated to incorporate  suggestions made by the council at the special meeting in August. Discussion on the Bender property at the intersection of Schiller Street and Highway 52 was tabled until the next meeting awaiting further information from the engineer on elevations and the west side of Schiller Street.

Thompson noted that an application has been submitted for a REAP grant, and he will assist the city with an application for a Federal Recreational Trails grant. 

Other business

The second reading of an ordinance addressing boat trailer parking (see Aug. 19 issue) passed on a 3-2 vote with Schaub and Parker voting nay. A motion to waive the third reading failed to attain a super majority; therefore the third reading will be considered at the next council meeting. 

James Pfaffly spoke on behalf of his neighbor, Jeremy Nieland, to question the late penalties imposed on Nieland's overdue utility bill. Discussion was held on resources available for assistance, and also on certifying the charges to his property taxes.

  Tim Schmitt was present to discuss his agreement with the city to either demolish or repair a building on Acre Street by Sept. 1. The council voted to table action on the agreement until Dec. 14.

The council voted to place "no parking" signs along the old Highway 52 right-of-way located in the city limits north of the Industrial Park.

The city attorney gave an update on the lawsuit pending on an abandoned property located on the block north of St. Mary's Church. He also gave an update on correspondence with Burbach Aquatics regarding pipe repair issues at the Guttenberg pool. 

Project payments approved by the council included $10,000 retainage for the pool project; $101,773 to Tschiggfrie Excavating for flood repair work; $24,960 to Veenstra & Kimm Engineers for flood repairs, Schiller Street and wastewater projects; and $119,695 to Municipal Pipe Tool for wastewater and infrastructure work.

A request was approved for street closings for Clayton Ridge Homecoming activities on Sept. 18.

It was noted that notices and letters were sent out to owners of nuisance properties as identified on a city list. 

The annual street finance report was approved. A change in wording of the employee handbook regarding vacation and paid time off  was okayed.
