City budget calls for a minor reduction in property tax levy

The Guttenberg city council will hold a public hearing at 6 p.m. on Monday, March 9, on the budget for the coming fiscal year. For the fourth consecutive year, the new budget calls for a slight decrease in the city's tax levy rate. 

The levy rate for the current year is 15.40653 per $1,000 valuation on regular property; the new budget proposes a rate of 15.40159. The proposed budget covers the fiscal year beginning July 1, 2020 and ending June 30, 2021. 

The new budget is based on estimated revenue of $27,927,611; the current year's revenue is estimated to total $27,553,798. 

The proposed new budget anticipates expenditures of $26,536,499. The current year budget is operating on an estimated figure of $25,841,725. 

According to City Manager Denise Schneider, some of the major expenses in the new budget will be capital projects including the sewer rehabilitation project, capital equipment, and electric system improvements.

Revenues for the wastewater project include a $500,000 Community Development Block Grant and a low-interest State Revolving Fund loan for the balance of the project.  

"We were able to once again keep the debt service levy and overall city property tax rate level due to utilizing existing fund balances," noted the city manager. "We hope to be able to keep property tax rates level utilizing redistribution of funds and various levies."  

"When we are able to proceed with the Schiller Street Corridor Project we will utilize the $248,000 Great Places grant," she added. "We are also applying for TAP grant and Build grant funds for sidewalk and other streetscape improvements."
