City RDA buys Blackhawk Junction Mall

The Prairie du Chien Redevelopment Authority has purchased Blackhawk Junction Mall from Crawford County.

The RDA and the county have been in negotiations over the property for the past several weeks. The RDA bought the property on behalf of the city of Prairie du Chien for $612,000 to be paid all at once said County Treasurer Deanne Lutz at the County Board meeting Tuesday morning.

Lutz said the RDA will take ownership of Blackhawk Junction Mall on Jan. 1, 2020. The RDA and the county will split the 2019 property taxes on Blackhawk Junction Mall. The RDA and the county will each pay $24,144.31 in taxes.

Lutz said the county gained a total profit of $220,703.75 on the property.

Blackhawk Junction Mall has an assessed value of approximately $1.8 million and a total acreage of 9.131.

The mall was purchased on Oct. 23, 2006, by Blackhawk Junction LLC of Madison. Blackhawk Junction Mall is located at 700 E. Blackhawk Ave., Prairie du Chien. Blackhawk Junction was foreclosed upon due to delinquent property taxes. The county took ownership in late May.

The west side of Blackhawk Junction Mall houses four businesses including Suppz Gym, Mississippi Meats, H&R Block and Associated Bank. The east side has been vacant for several years.

Driftless Development Director Jim Bowman had previously told the Courier Press that the city has interested parties who are looking at buying different parts of the property for possible expansion.

A multi-family residential development on the Blackhawk Junction Mall property is one possibility. The city and the RDA are also looking into other options.

The city has been awarded two grants regarding Blackhawk Junction. One grant is a $35,000 Department of Natural Resources (DNR) grant for environmental clean-up analysis of a contaminated portion of the property. The other grant is a DNR grant through the United States Environmental Protection Agency for $20,000 to help pay for design costs of laying out a site plan.

Lutz also told the County Board about the recent online sale of three other tax delinquent properties.

A house in Soldiers Grove sold for $31,500 via an online sale conducted by Kramer Auction of Prairie du Chien. The total profit from the sale of the house was $21,832.31.

A trailer house in Gays Mills sold for $18,000. The total profit was $17,120.32.

Five lots in DeSoto were sold for a total of $4,000. The county took a loss on this sale of $2,227.03.

Lutz noted that overall, the online auction of the three properties generated a total profit for the county of $36,725.60.
