Pedestrian dies after being struck on Bypass

A Prairie du Chien pedestrian died due to injuries sustained from being struck by a vehicle on the Highway 18 Bypass Thursday afternoon, according to the Prairie du Chien Police Department. 

Chief Kyle Teynor said the department was called to the 1200 block of East LaPointe Street for a vehicle versus pedestrian crash at about 3:50 p.m. Thursday, May 16. Officers responded and found a man had been hit by a vehicle. 

A 2011 Jeep, operated by Nathan Baker, 43, of Prairie du Chien, was westbound on LaPointe/Highway 18, when it struck a man on the roadway. The man was identified as Donald Cipra, 85, also of Prairie du Chien.

Officers and Tri-State paramedics attempted lifesaving measures on the pedestrian on-scene. As a result of his injuries sustained in the crash, Cipra was pronounced deceased on the scene by Crawford County Coroner Joe Morovits. 

Baker is cooperating with the investigation, along with several witnesses, according to Teynor.

East LaPointe Street/Highway 18 was closed to traffic for approximately three and a half hours while the crash was reconstructed by the Wisconsin State Patrol.

The police department was assisted on the scene by the Prairie du Chien Fire Department, the Crawford County Sheriff’s Department, Tri-State EMS, the Crawford County Highway Department, the Wisconsin State Patrol, the Clayton County (Iowa) Sheriff’s Department and Milo’s Towing.

The investigation into the crash remains open and the Prairie du Chien Police Department will continue to work with the Wisconsin State Patrol in an attempt to determine the contributing factors of the crash. 

When asked for further details about the state of the driver at the time of the crash and reason for the pedestrian being in the roadway, Chief Teynor said he will be releasing more investigative details within the coming week.
