Marina put on hold

Bonds approved for street projects

At a special meeting of the Prairie du Chien City Council, the council tabled a discussion about a proposal by the Dillman Brothers, LLC for leasing the former Regal Marina in the city.

The discussion was postponed until the next council meeting on Tuesday, June 5 so that the Dillman Brothers insurance carrier could have a chance to look over the lease agreement. Interim City Administrator Chad Abram said the lease agreement would be for one year, with the idea that it would become a longer lease after the first year.

Abram said the city had issued requests for proposals regarding the marina and the proposal by the Dillman Brothers was the only proposal received.

Details regarding the lease agreement will become official and known when it is approved, Abram said. 

City officials evicted the marina’s former tenant, Regal Marine Group, in May of 2017 after operators failed to rectify numerous safety violations outlined by the Wisconsin Division of Industry Services.

Regal Marine Group removed the buildings and equipment. Because the land lies within a floodway, a new office cannot be constructed on St. Feriole Island.

The city council approved a plan in which the office would house a retail store, laundry and showers and would be constructed on the mainland along North Main Street. The concept included the installation of nearly 100 boat slips and a boat lift, fuel station and boat landing.

Regal Marine Group sold a set of docks to Blair Dillman, who owns Winneshiek Marina, north of town along County K.

In other business, the council approved of $900,000 in water system revenue bonds and $515,000 in sewer system revenue bonds for projects involving the Marquette Road construction project along Marquette Road and North Michigan Street. The water system bonds have an interest rate of 2.69 percent for nine years. The sewer system bonds have an interest rate of 2.55 percent for six years. Both bonds were obtained through Box Financial Securities.

A $500,000 Community Development Block Grant has previously been given to the city. These funds have been put toward the North Michigan Street project. The North Michigan Street project will include work on the entire sewer system. Additionally, driveways and sidewalks will be redone in the process, along with other fixtures.

In further business, the council approved of a new 40-year lease with the Wisconsin Department of Transportation for the Tourist Information Center and its grounds in the city. The lease is a continuation of the previous 40-year lease which expired this year. The Prairie du Chien Area Chamber of Commerce has expansion plans for the Tourist Information Center.
